Mutual exchange is a legal right that allows social housing tenants to swap homes with another tenant — either from your own landlord or a different council or housing association. It is an important option if your current home no longer suits your needs.

Why exchange?
People choose to exchange for many reasons:

How do I find someone to swap with?
- use websites like Home Swapper, House Exchange or your landlord’s exchange register
- some councils also list opportunities locally
- talk to neighbours, friends, or community centres – word of mouth can help
What to watch out for
- always visit the other home in person before agreeing
- you take the home ‘as seen’ – so check repairs, condition, and fixtures carefully
- make sure you understand any changes to rent, tenancy type, or conditions
- don’t pay anyone to exchange – it’s against the law
What are my rights?
Mutual Exchange is a legal right under the 1985 Housing Act. Landlords must respond within 42 days of your application. If they refuse, they must give clear reasons.
If something goes wrong — you can complain. Stand up for your right to a safe, secure, and suitable home.
