Mutual exchange is a legal right that allows social housing tenants to swap homes with another tenant — either from your own landlord or a different council or housing association. It is an important option if your current home no longer suits your needs.

Why exchange?

People choose to exchange for many reasons:

  • you need more or less space
  • you want to move closer to family, work, or support
  • you’re looking for a new area, a garden, fewer stairs, or better accessibility

It is your home and you have the right to live somewhere that fits your life.

 

How do I find someone to swap with?

  • use websites like Home Swapper, House Exchange or your landlord’s exchange register
  • some councils also list opportunities locally
  • talk to neighbours, friends, or community centres – word of mouth can help

 

What to watch out for

  • always visit the other home in person before agreeing
  • you take the home ‘as seen’ – so check repairs, condition, and fixtures carefully
  • make sure you understand any changes to rent, tenancy type, or conditions
  • don’t pay anyone to exchange – it’s against the law

 

What are my rights?

Mutual Exchange is a legal right under the 1985 Housing Act. Landlords must respond within 42 days of your application. If they refuse, they must give clear reasons.

If something goes wrong — you can complain. Stand up for your right to a safe, secure, and suitable home.
